NCPD officer’s lasagna a big hit

One of our NCPD recruits from Puerto Rico is quite the chef. Jesus Velez made what he calls “Puerto Rico lasagna” for his fellow officers. The recipe calls for ground beef mixed in with plantains. Word is it was a big hit!
