NCPD is celebrating Black History Month. Today we are recognizing Arthur Smalls. Smalls was our agency’s first African American deputy chief and assistant chief. On Saturday he was one of the recipients of the Butch Barfield Lifetime Achievement Award at our Black History Month celebration. Congratulations sir!
