NCPD celebrates our first African American officers during Black History Month

NCPD is celebrating Black History Month. Frank Noble and Harold “Harry B” Smith were two of our agency’s first African American police officers. On May 1, 1973 Noble and Smith took to the streets as two of North Charleston’s original 18 officers. Once while getting a haircut downtown, Smith sprung up from the barber’s chair to chase down an armed robbery suspect who had passed by the shop. Frank Noble and Harry B. Smith, two NCPD legends.
