The North Charleston Police Department Celebrates Lydia Cotton for Hispanic Heritage Month. Ms. Cotton was born in Puerto Rico and moved to South Carolina in 1989. We are so thankful for Ms. Cotton’s support in helping our agency build a bridge with the Hispanic Community. Ms. Cotton serves as the City of North Charleston Hispanic Liaison, Social Media Host, Art Pot Chair, and has been a grassroots leader in the Hispanic Community since 2005.
