It’s the law, but it will be so much more than that.
Listening, processing, understanding, and building – PRIMING for the future!
Shared Community Vision
First and foremost, PRIME North Charleston will be a roadmap for the future of the City that is developed by the community as a whole. The planning process invites meaningful dialogue to develop a shared community vision for North Charleston. The community also has the opportunity to come together to initiate a conversation about all of the elements that will make PRIME North Charleston. The elements that make up the Plan are as follows:
- Cultural Resources
- Natural Resources
- Community Facilities
- Land Use
- Priority Investment
PRIME North Charleston, while spearheaded as a task for the Planning Commission, is a shared responsibility and privilege for all of the citizens. The process of developing the Comprehensive Development Plan will be open to the public, engaging, and collaborative. Sharing your ideas and vision are essential to developing a successful and meaningful Comprehensive Development Plan. We will host the typical public participation forums, but we want really want to hear from all of our citizens; to that end we will be popping up at events across the City this fall seeking to engage people doing their normal activities without having to make the effort to come to us; additionally, we will be available for comments 24/7 through our website.
Identifies Strengths and Weaknesses
The exercise of inventorying the nine elements helps to create a snapshot for the community on where it stands currently. Each element provides the community with an opportunity to identify both what has been working for the City and areas that need improvement. This process informs the community’s shared Needs and Goals which is a critical piece of the Comprehensive Plan. The Needs and Goals section will also contain strategies and recommendations on how to implement the community’s desired preferences.
Future Planning and Goals
Since the finished product will be a long-range strategic plan, the community helps to develop a roadmap for the 10-year future of the City. PRIME North Charleston will serve as a useful guide for City Officials and Staff as they plan for the implementation of its goals.
The City’s laws, land use, zoning, and policies flow from the overarching themes and goals articulated in PRIME North Charleston. A successful Comprehensive Development Plan should be referenced often when the City engages in policy making and modification for its Code of Laws.
Lastly, the Comprehensive Plan is mandated by The State of South Carolina. The South Carolina legislature, through the 1994 Local Government Planning Enabling Act (Title 6, Chapter 29 of State Code), requires every municipality to develop a Comprehensive Municipal Plan that is reviewed every five years for land use changes and every ten years for a full update (SC Code §6-29-340). SC Legislature prescribes elements that must be incorporated in a state compliant Comprehensive Plan. Municipalities must include an inventory of current conditions, identify long-range needs and goals for these elements and, lastly, strategies to achieve these goals.
Given the importance of Prime North Charleston, we hope you will join us for some or all of the public workshops to share your ideas.
