Artist-in-Residence
The Cultural Arts Department selects one artist each fiscal year to be the City's Artist in Residence. They provide services to senior groups, public schools, orphanages, group homes, and various other groups within the city limits of North Charleston.

VISUAL ARTS PROGRAMS
2009/2010 ARTIST-IN-RESIDENCE:
Each year the City of North Charleston Cultural Arts Department contracts with a professional visual artist who possesses unique skills, talents, and experiences for the School Outreach Program.
The Artist-In-Residence is allotted 12-15 hours of project time per school at a minimum of 2 hour increments and is also available to host workshops for community groups of all ages.
The 2009-2010 City of North Charleston Artist-in-Residence is Rob Maniscalco. Since 1980, Maniscalco's commissioned portraits and fine art have become part of over 850 distinguished private and public collections throughout North America. His painting method is built on the classical painting traditions of Rembrandt, Velazquez, Hals and Seargent, who explored the use of light and shadow as a means of creating mood, depth and achieving character in their subjects. Born in Detroit in 1959, he is the son of internationally renowned portrait artist Joseph Maniscalco, with whom he apprenticed during the early 1980's. He moved to New York City in 1986 where he continued his studies and professional activities. In NYC he also worked as an actor and director on numerous stage, film and TV projects. He returned to Detroit in 1997 after a three year painting residency in New Orleans. In Detroit he founded the Maniscalco Gallery, which showcased many local and international artists. As host of Art Beat, the critically acclaimed PBS weekly series on Detroit Public Television, he explored a multitude of creative processes with his celebrated guests. He moved to the Charleston area in 2005 where he appreciates and enjoys a thriving arts community. He teaches workshops through the Gibbes Museum and the Charleston Artist Guild in his studio on the Ashley River. In addition to his commission portraits, Robert has created several bodies of work, including "Faces of China," "Italia," and a series of pastels on velour entitled "Chromo Sapient." He is currently working on a series of paintings depicting the Gullah people in and around the Carolina Lowcountry.
Rob has created two DVDs on painting portraits, called The Power of Positive Painting, an inspirational book on the creative process called, Point of Art and a novel called, The Fishfly. Though his creative muse has taken many forms over the years he has discovered a common thread which connects them all together. Robert speaks to the basic need we all share to communicate aesthetically about the human condition. Rob is looking forward to sharing the Power of Positive Painting journey with the North Charleston community, exploring drawing and value-based painting methods and processes and opening a path toward personal growth and creative self-expression. “We often go into a new experience with certain expectations and come away with an entirely changed viewpoint. So I’m looking forward to what I’m going to learn as much as what I’m there to share. I am looking forward to the challenge of working with young people again. That’s the turning point. At around age 10 kids begin to have the urge to draw what they see. If they don’t get a workable method at that time they can become discouraged. I hope to be able to share a very simple approach to drawing and painting that produces excellent results via ‘The Power of Positive Painting’ method. Because portraiture is my specialty I expect I’ll use that as my primary vehicle. I work with a lot of adults who never learned to draw and paint and always wanted to. I believe everyone is entitled to a level of visual literacy. Developing the right brain and using it is essential to becoming a fully functioning adult. We have to learn how to see - to select - whether we are going to be a barber or a nuclear physicist. I go all over the country painting portraits. It’s a great life. But it’s not for everyone. One can only hope to make a difference by creating openings in people for insight and breakthroughs. I guess this is my chance to re-experience, perhaps reinvent, the joy of my own artistic epiphanies.”
Art teachers or school liaisons may initiate the request for FREE services by the AIR by completing and returning the VA-Form under Participation Forms below or in the School Resource Book to the Cultural Arts Department. Robert’s artwork will be on display at the North Charleston City Gallery in January, 2010. As in years past, there will be a School Liaison/Art Teacher Reception on Thursday, January 7 from 5-7 pm, where representatives from the area schools are invited to meet and greet the artist. Community groups are also welcome to submit requests for workshops, by contacting the North Charleston Cultural Arts Department at (843)740-5854. Requests will be considered on a first come first served basis and should be placed at least two weeks in advance of the event date, with services completed by the end of May, 2010.

Affordable studio space is available in the Rhodes Arts Center, a multi-disciplined arts center located on the Old Charleston Naval Base. Open Studio Time
The Cultural Arts Department would like to open studio space in the Rhodes Arts Center, located on the Old Charleston Naval Base, to artists for a limited time of free open studio time. This could be a shared experience of several artists, meeting for lunch to work and critique each others work or for a single artist to have a few hours of quiet time. Scholarship Opportunities
The Cultural Arts Department would like to develop opportunities for students to apply for scholarship programs that would cover the costs of arts instruction. Individuals, corporate sponsors, or charitable donors may contact the Cultural Arts Department at (843) 740-5854 to make a donation or set up a scholarship program.
School Resources
The Cultural Arts Department provides a valuable resource to all public schools located within the city limits of North Charleston. There are presently 32 schools eligible to receive aid at no cost in the form of one Performing Artist, one Literary Artist/Storyteller, and one residency visit from the Artist-in-Residence during the school year.
A School Resource Book is presented to each principal during a meeting with Mayor Keith Summey at the beginning of the academic year. Copies are also sent to the school for review by the administration, teachers and school liaisons. Each book contains a compilation of professional performers from various arts disciplines such as Theater, Dance, Music, Literature, and others.

Senior Outreach
The City of North Charleston Cultural Arts Department provides assistance to the City's Senior Program Coordinator, Ms. Belinda Swindler, as she develops opportunities for senior citizens of the city. Entertainment is provided for the annual Senior Citizens Thanksgiving Banquet held in November and during the North Charleston Arts Festival.
