Administrative Services

The Administrative Services Division is under the direction of Deputy Chief Coyle Kinard.  The Division consists of the Information Services Bureau which oversees the Records, Duty Officers, Holding Facility, TAC, and Transport Units; and Support Services Bureau which oversees the Financial Services Unit, Police Technology Unit, and Cops Athletic Program (CAP).    

The Information Services Bureau is supervised by the Bureau Commander with the rank of Captain and supervised by a Lieutenant.  These units responsibilities are described as follows:    

The Records Section  is responsible for the clerical management of daily reports and records. 

The Duty Officer Unit is  responsible for handling walk-in or telephone reports from citizens in an effort to assist officers of the department by providing them increased time for proactive police measures. The unit is also responsible for the security of North Charleston City Hall after business hours as well as warrant retrieval and wrecker service administrative procedures.

The Holding Facility Unit is responsible for the transport, security, and initial administrative photographing and fingerprinting of prisoners prior to being released or lodged at the Charleston or Dorchester County Detention Center. This unit is also responsible for the coordination and management of the community service sentencing program.

The Support Services Bureau is supervised by a Bureau Commander at the rank of Captain.  The responsibilities of the bureau are described as follows:

The Financial Services Unit is responsible for the accommodation of the needs of the Police Department concerning vehicles and supplies.  The unit is responsible for the documentation and reporting of budget activities for the department.  This unit is also responsible for the management and distribution of uniforms and non-technological personal equipment.

The Police Technology Coordinator is responsible for researching and coordinating implementation of new technologies that would enhance the department's ability to carry out its mission.

The Cops Athletic Program (CAP) offers youth an opportunity to participate in a variety of athletic programs promoting lifelong personal and community wellness for participants.  The program instills in youth participants self-discipline, personal commitment, loyalty, sportsmanship, teamwork, value of preparation, and a hard work ethic.

CAP  initiatives include:  Powder Puff Flag Football, Basketball, Lacrosse, Karate, Step competition, Hockey,Soccer, Baseball, Spelling Bee competition, and Black History Month program.
