Outreach Programs

Outreach Programs are free programs and services tailored to reach our city's youth, senior citizens, low-income residents, youth at risk, and other target populations.  Programs are coordinated throughout the year and are generally held on-site in schools and city-owned facilities.  Outreach services include active partnerships with groups serving people with disabilities, school and youth related committees, and collaboration with other city departments to coordinate joint programs. Over one hundred programs take place each year with an average of 15,000 participants.  

After School Arts Enrichment Program

After SchoolThe City of North Charleston sponsors afterschool programs in eleven public elementary schools within city limits.  The City’s Cultural Arts Department contracts with professional artists to conduct free classes for the students twice a week.  A variety of visual art, music, dance, creative writing, and theatre classes are offered.  Teachers rotate to a different school on a bi-monthly basis. Artist-in-Residence Program

Each year the City of North Charleston Cultural Arts Department contracts a professional visual artist to conduct free visual art workshops and demonstrations.  Programs are offered to schools, senior groups, orphanages, group homes, and community centers.  Thousands of participants take part in this program annually. **The department is currently seeking to fill the artist-in-residence position for fiscal year 2018/19. The City’s Artist-in-Residence serves as a key resource for the department’s outreach programs, especially in the area of art instruction. The selected artist will share his/her unique skills, talents, and experiences by providing free visual art residencies, workshops, and demonstrations to public schools, recreation facilities, and community groups within the city limits of North Charleston. Local visual artists with a willingness to share their talents and an ability to work with students of all ages are invited to apply. Rate of pay for this part-time, contracted position is $25 an hour for up to 300 hours completed from August 2018 through June 2019. Program supplies are provided. A background check is required. Interested artists should submit quality photographs or digital images of their work along with a current résumé or CV by 5:00pm on Friday, June 29, 2018. School ResourcesStatistics prove that children exposed to the arts benefit in many ways and the City of North Charleston Cultural Arts Department coordinates with school officials to bring the arts directly to the city's public schools at no cost to the school districts, students, or their parents.  A variety of in-school programs are offered and feature professional local, regional, and national artists conducting workshops, performances, lectures and demonstrations. Non-City Schools Resources

A variety of cultural arts experiences for tri-county area students are offered throughout the year, providing field trip opportunities like Children’s Theatre performances or even exhibition tours.  


The City of North Charleston Cultural Arts Department provides assistance to the City's Senior Program Coordinator, Ms. Belinda Swindler, as she develops opportunities for senior citizens of the city.
