Executive Department

The Executive Department's diversified staff includes the Office of the Mayor, Economic Development, Ombudsman, Grants Coordinator, Annexation Coordinator, the Office on Education, Youth, and Family, the Office on Aging, Tourism Coordinator, and Risk Management.

Mayor's Office

The Mayor is the chief elected and administrative executive of city government under Mayor/Council form of government.

Annexations

The City has an active annexation program for growth. Residential and business areas can be annexed if 75% of the free holders representing 75% of the assessed value agree. This service is furnished at no charge. For more information call (843) 740-2531 or email Lisa Reynolds.

Economic Development

The Economic Development department of the Mayor's Office will assist any business wishing to expand or relocate to North Charleston including coordination with other municipal and governmental agencies. For more information call (843) 740-2530 or email John Cawley.

Grants Coordinator

Numerous techniques have evolved to enable local governments to finance needed capital improvements and economic development strategies. There are numerous local, state and federal grants available for financing a large number of local programs including infrastructure, beautification projects and transportation improvements. Office on Education, Youth, and Family

This office works with schools, non-profits, churches and organizations who value the City’s assistance with events, programs and services.  We work to aid these organizations in coordinating their outreach efforts in combination with similar endeavors of the City and to bring attention to the resources that are available for parents and children within the community, such as enrichment activities, back-to-school information and other community-based resources.  This office also produces the City’s annual St. Paddy’s Day Block Party & Parade, Christmas Parade and works closely with other community groups producing special events within the city.  To share or receive information call (843) 740-5822 or email Kyle Lahm.

Office on Aging

The Office on Aging provides centralized access to diverse programs and individualized services for older adults, dependent adults, and their families so they can preserve their independence.  Working in conjunction with the Police Department, concerns such as financial exploitation, abuse, neglect, and mental health issues are addressed to improve the quality of life of the seniors in our community.  To receive more information call (843) 740-5820 or email Kim Ford

Ombudsman

This liaison for the City investigates citizen complaints, reports on the findings, and assists in finding a solution between each of the parties involved. For more information please call (843) 740-2538 or email Sheri Pearson.

Tourism Coordinator

Performs professional work in the planning, organizing, and implementing tourism and marketing programs and activities to increase public awareness of and participation in City leisure and tourism opportunities.  For more information call (843) 740-5843 or email Amy Heath.

Risk Management

A structured approach to managing uncertainty through risk assessment, developing strategies to manage it, and mitigation of risk using managerial resources.  Functions include property/casualty and workers compensation activities, OSHA compliance and drug testing.  For more information call (843) 740-2525 or email Leslie Mitchum.

Taxi Cab Compliance Office

The Taxi Compliance Office regulates the operating procedures of taxicabs in the City of North Charleston.  Effective July 1, 2009, all taxicab drivers will be required to have a Taxi Driver’s Permit and an annual taxicab inspection, in addition to a City of North Charleston Business License.

Emergency Preparedness

Our Emergency Preparedness personnel advises city staff on operational and technical matters related to our emergency management programs.  In addition, policies and operating procedures are developed for the implementation of public safety programs and homeland security activities in the City of North Charleston. When needed, these plans and procedures are used in response to and recovery from natural and man-made disasters/emergencies such as hurricanes, tornadoes, earthquakes, industrial accidents, terrorist attacks, etc.  For more information call (843) 740-2884 or email Butch Barfield.
