- Ashley River Scenic District I, II, III Purpose: The Scenic Beauty and Historic Heritage of a Community is among it’s most valued and important assets.

- In addition to it’s Natural Beauty, the Ashley River Scenic District I, II, III is to Safeguard the Heritage and Scenic Beauty of the City of North Charleston, Charleston County & Dorchester County by preserving the view shed of National Historic Landmarks & Properties on the National Register of Historic Places which have been confirmed by the South Carolina Department of Archives and History;

- To Promote Conservation and Provide Protection By Promoting Stabilization of the Banks of the Ashley River Which Tidally Influenced and Subject to Periodic Flooding;

- Future Neighborhood Development Map
The Department of Planning and Management has created a state of the art map forcasting new and preliminary future neighborhood developments, number of single family and multi family units by location within the Planning Areas. This map displays the residential developments from Year 2000 till 2008 to keep you informed on the latest information and location.

Aerial Photography YR 2001 Aerial photography for City of North Charleston is available for purchase upon request. Printed area aerial maps can be produced of the city.
Black & White digital YR 1999 Charleston County aerial photography can also be requested.
Mylar aerial photography panels can be viewed and copied from YR 1988. We so not this year in digital format. If you are seeking archival aerial photography prior to year 1988 we unfortunately do not have this.

The Comprehensive Development Plan The Comprehensive Development Plan (1996) is the foundation of Planning at the local level and includes an examination of seven elements required under State Law. These include the Population, Housing, Economic, Natural Resources, Cultural, Community Facilities, and Land Use elements. The Future Land Use Map is normally updated every ten years, and involves significant community input in defining a common vision for the community. The Zoning map is updated to reflect and accord with changes in the Future Land use map.
The Future Land Use: The preparation of the Future Land Use Map in the Comprehensive Development Plan is an attempt to map the optimal arrangement of land uses, minimizing land use conflicts while allowing the best and highest use of the property given its general characteristics. The existing zoning map is intended to steer growth and development toward the uses described in the Future land use map. The future land use maps are included in Comprehensive Development Plan report.
Copies of the Comprehensive Development Plan (1996) are available at the Department of Planning & Management offices in Room 409, North Charleston City hall for review or purchase. A new updated plan is forthcoming.

COMPREHENSIVE DEVELOPMENT PLAN 2007 A comprehensive plan provides a community with documentation of its vision for the future, and a policy guide for achieving that future vision.
Public meetings provide a venue for citizens to collaborate with local leaders and consultants to address the issues and opportunities that will shape their community's future.
