CDBG Minor Repairs Program (PDF)
The City of North Charleston's Community Development Block Grant (CDBG) Minor Repairs Program is designed to increase the livability of owner-occupied housing in North Charleston. The City wants to help improve the living conditions of low and moderate-income households. Therefore, we have joined with Charleston Outreach (a ministry of the Charleston Baptist Association) to provide minor repairs with volunteer labor. This program is available citywide.

Through this program the City will provide Charleston Outreach funds to purchase materials and administer a program that enlists volunteers to complete limited repairs for households that meet the income requirements.

CDBG Emergency Repairs Program (PDF)
The City of North Charleston's Community Development Block Grant (CDBG) Emergency Housing Repairs Program is designed to increase the livability of substandard housing in North Charleston. The City wants to help improve the living conditions of low and moderate-income households by eliminating imminent threats to health, safety, and welfare. This program is available city-wide.

Through this program the City will perform limited repairs to households that meet the income requirements and the scope of the rehabilitation work. In order to provide the most assistance to the community, the cost of repairs is limited to under $7,000.

Home Homeowner Rehabilitation Program (PDF)

The City of North Charleston's (HOME) Homeowner Rehabilitation Program is designed to increase the livability of substandard owner-occupied housing in North Charleston.

This program is available city-wide.  Program funds will be distributed to eligible property owners in the form of forgivable deferred payment loans secured by a ten-year mortgage on the property.

Property owners will only be subject to repayment when and if they fail to meet the guidelines of the program.

Revolving Loan Fund
Fund Overview
The Berkeley-Charleston-Dorchester Council of Governments administers a Revolving Loan Fund (RLF) on behalf of the City.  It is a locally controlled source of capital that assists start-up and growing businesses.  The primary purpose of the RLF is to improve the North Charleston’s economy through the creation and retention of permanent full-time jobs.  The RLF is most often used as “gap financing” as leverage for private sector loans and investments.

Eligible uses for loans include the purchase of machinery, equipment, real estate and inventory, as well as the improvement of real estate and building facilities.  Loans can also be used to provide permanent working capital on a limited basis.

In general, loan terms will average three to five years on working capital, five to seven years on machinery and equipment, and up to 15 years on real estate.

RLF interest rates are fixed between Prime (+) 2 points and Prime (-) 4 points for the life of the loan based on the strength of the proposed project.

The RLF can be used to finance up to 1/3 of the total project cost.  In addition, a project must create or retain at least one job per $10,000 in funds borrowed from the Council of Governments.

RLF loans may be subordinated to a participating lender.  Financing is available in amounts up to $100,000.
