Community Development
The City of North Charleston's Community Development Office administers the Community Development Block Grant (CDBG) Program and the HOME Investment Partnership Act (HOME) Program. These are federally funded programs through the US Department of Housing and Urban Development (HUD).
The primary purpose of each program is to benefit low and moderate-income persons. The statutes for the programs set forth three basic goals:
- Provide decent housing - including assisting the homeless to obtain affordable housing, retaining the existing affordable housing stock, increasing the availability of affordable permanent housing without discrimination, and increasing supportive housing for persons with special needs to live in dignity.
- Provide a suitable living environment - including improving the safety and livability of neighborhoods, improving access to quality facilities and services, reducing the isolation of income groups by increasing housing opportunities and revitalizing neighborhoods, and preserving and restoring natural and historic resources.
- Expand economic opportunities - including creating jobs accessible to low and very low-income persons, providing access to economic and social viability, and empowering low and very low income persons in federally assisted and public credit to initiatives that promote long term housing to achieve self-sufficiency.

GRANT APPLICATIONS
The City of North Charleston receives grant funding annually from the U.S. Department of Housing and Urban Development to help provide resources that develop viable communities. Individuals, neighborhood organizations, and non-profits are encouraged to apply to the Community Development Office for funding from:
- The Community Development Block Grant (CDBG) Program to help develop viable urban communities with decent housing in a suitable environment and economic opportunities, primarily for low-to-moderate-income resident.
- The HOME Investment Partnership Act (HOME) Program to provide affordable housing, assist nonprofit providers and state and local governments to provide housing and leverage private-sector participation.
Community Development’s Five-Year Consolidated Plan outlines the City of North Charleston’s priorities for housing and community revitalization projects. Eligible applicants must fall within these priorities in order to be considered for funding. See Consolidated Plan Goals (Summary of Goals and Strategies 2006-2011).
